Chlorine is the right answer, or open a spa shop and get a third type of disinfection with chlorine. that everyone does not warn you, the smell. be very careful. My mother cleaned with bleach your tub and ended up overnight in a hotel, because the house smelled so bad. Inhaled chlorine is harmful to the lungs, if too much.

Good luck.

Do not use bleach! Lye will eat the plastic parts over time and that's what these tubes are for! Use a detergent such as Dawn, enough for the tub, so you can run the jets and let it run ten minutes to drain, and filling with water and start again to rinse, fill, try again, if his dirty things that can not surpluses, the source of water and not the bathtub or in person!

If it's too bad, you have to go through the process several times. Put them in bleach, run the jets a few minutes, then let it sit for about 20 minutes until the chlorine is "to promote job", run the jets a few minutes, then drain, then. We expect that a few times does not work the trick.

I've heard flushing and cleaning is a great job of cleaning a hot bath. However, I can say from experience how well it works. I know he did a great job of cleaning a coffee pot, when he received a small funnel and run a pot of water with him. Of course, you need to rinse, but it works very well. Probably would not hurt to try a little in your spa, the nozzle and the heat and no longer works for a while.
